Time-specification structure

Synopsis:

   time_t   tv_sec;
   long     tv_nsec;
}

The timespec structure specifies a time in seconds and nanoseconds. The members include:

tv_sec: The number of seconds. If specifying an absolute time, this member is the number of seconds since 1970.
tv_nsec: The number of nanoseconds.
